TONE AND LANGUAGE
Authoritative, clear, and accessible
Congressional Record speaks with institutional authority while remaining approachable. The tone is confident but never arrogant, informative but never dry. Write to clarify, not to impress.
Favor plain language over jargon. Use active voice and direct statements. Keep sentences concise—if it can be said in fewer words, do so. Technical terms are acceptable when necessary, but always consider whether your reader needs them defined.
WRITING PRINCIPLES
Clarity, precision, and respect for the reader
Lead with the most important information. Structure content with clear hierarchy. Readers should be able to scan and find what they need. Use headings, subheadings, and white space to guide the eye.
Be precise with facts and attribution. Avoid hyperbole and marketing speak. The work speaks for itself—let the substance carry the weight rather than inflated language. When in doubt, choose the simpler word.
